You can't move servers just now, only way to go from usa to eu is make an account on the eu part of LoL.

Soon (next patch maybe) you'll beable to switch between servers.

If im not mistaken you can swap between EU west and East. There was a period when the split happened where you could do it for free, not sure if thats still an option.
